Identification help needed!

Hi,
Does anyone know what this might be?
Legend looks like: IVLI... for IVLIA ?
Maybe Roman provincial, but looks very strange to me and I've never seen anything like it before!

Hi Dwarf,
As I thought "suspicious" to say the least, but I must say I never saw anything like it!
It looks so strange that one doesn't immediately think "forgery"!
It sold for 26 Euro and 18 Euro shipping costs!

That is the worst Frankensteinish example of tooling I have ever seen. I wish what in this case has been seen could be unseen. UGH!
